Cydia should nag when users don't upgrade

Description

Users are often ignoring critical upgrades. This is causing problems as these upgrades are sometimes, well, critical to the packaging infrastructure (without these upgrades the sources stop working). In general, Essential packages should probably nag users to perform the upgrades: Installer actually does this for upgrades to Installer. I think this is causing enough problems to be classified as a bug.

There is now a nifty essential package upgrade dialog box that encourages people to upgrade.
